Notice of Amendment to Item 13.4 and Notice of Urgent Business at Item 19.1 – Ordinary Council Meeting 16 June 2026 

Notice is hereby given that an amendment has been made to Item 13.4 TVP/25/12 Waste Collection and Management Services under the Officer Recommendation, as listed in the Agenda for the Ordinary Council Meeting to be held on 16 June 2026. 

The Officer Recommendation previously stated: 

That Council awards the contract associated with TVP/25/12 Waste Collection and Management Services, to Respondent A in attachment 13.5.1 for the provision of waste collection and management services, with the terms and conditions as outlined in the contract, cost estimated at $3,193,671.00 per annum, or approximately $40,000,000 over 10 years (excluding GST), as their offer has been evaluated as the most advantageous to the Town. 

This Officer Recommendation has been corrected to read: 

That Council awards the contract associated with TVP/25/12 Waste Collection and Management Services, to Respondent A in attachment 13.5.1 for the provision of waste collection and management services, for an initial term of 7 years with three (3), one year extension options, under the terms and conditions as outlined in the contract, with an estimated cost of $3,193,671.00 per annum, or approximately $40,000,000 over 10 years (excluding GST), as their offer has been evaluated as the most advantageous to the Town.

This amendment ensures the accuracy of the Council documentation. The changes will be reflected in the Minutes of the meeting. 

Notice is also hereby given of Urgent Business at Item 19.1, being: 

Item 19.1 – Mayor Karen Vernon – Advocacy related to Mindarie Regional Council

Motion: 

That Council: 

  1. APPROVES this motion to be heard as urgent business pursuant to clause 24 of the Meeting Procedures Local Law 2019; 
  2. NOTES that the landfill facility operated at Tamala Park by Mindarie Regional Council (MRC), on behalf of its seven (7) member councils including the Town, is currently estimated to reach the end of its operational life in 2028/29, following which the MRC (and its member councils) will be responsible for closure, post-closure management, remediation and long-term environmental rehabilitation;
  3. SUPPORTS the closure of the landfill in accordance with environmental best practice and the final landfill closure profile as approved by the WA environmental regulator, the Department of Water and Environmental Regulation (DWER);
  4. NOTES that MRC applied to DWER in 2025 for approval to undertake necessary pre-closure works to mitigate leachate impacts, including installation of a piggyback liner and onsite leachate treatment; 
  5. SUPPORTS these works as necessary for regulatory compliance and effective landfill management in the lead-up to closure, and MRC’s long-term closure and post-closure plans; 
  6. NOTES that failure to undertake the works may result in significantly increased environmental and financial risk to MRC and its member councils; and 
  7. REQUESTS the Mayor and Chief Executive Officer to meet with the Minister for the Environment and/or the Director General of DWER to advocate for expedited approval of the MRC works applications.
